cant connect to switch using telnet 200E

i am trying to run a SAN health check . . I can connect to 7/8 switches without issue. but the 8th one i cannot connect with telnet. 

 

ssh is working fine. 

 

how can i enable telnet using cli ?

 

all switches are 200E models

i got it working . i had to raise the timeout values fomr 8 seconds to 30 seconds.
