I'm not sure what you ask for "7.1. version 2" attached is the FOS RN 7.1.2b
latest FOS 7.1.x Release is 7.1.2b1 with closed Shell Vulnerability

Actually, I was looking for the RL that will explain this error:
"Unable to launch the application" when using Web Tools.
I narrowed it down to the originally requested RN version, because I found it in there, but could not gain access to it. I believe it's Defect ID: DEFECT000366033, and found in FOS 7.0.0, as well as behavior in FOS 7.0.1 bld05
I need the document, as a matter of being able to prove this is the issue and fix, which includes all versions of where it fails.
Can you help with this?

this is correct, this Defect was Reported in Release FOS 7.0.0, however ( I believe ) this FOS Package was retiered.
a part the defect, both are very old release, i would suggest to upgrade the FOS.
Attached is the RN 7.1.0 v4, you find the Defect listed on Page 76 from the PDF
DEFECT ID: DEFECT000366033

1) accordly the v7.1.0 v4 Release Notes, the defect was Reported in FOS 7.0.0, there is no Note for other FOS Release
2) I've my doubt "but is probable" that the defect/issue is affected to FOS 6.0.0c, - any such Issue is unknown to me in all the FOS Rel. beetwen v6.0.x to v6.4.x -
3) FOS v6.0.0c is very old and End of Support, and Brocade not longer Fixed such Old Release, this would make no sense.
also here applies the same Workaround, to Upgrade to latest FOS Release v6.4.3g.
