What Non-ISL:ISL Fan out ratio mean ?

It tells how ratio between device ports and isl port for the fabric.

So for each 1 ISL port you have 34 device ports in your fabric.

On the other hand, the Fan out ratio comes from the following formula:

/ ISL number

In your case:

Fabric B: / 4 = 34

Fabric A: / 8 = 16.5
