When performing an upgrade from 7.2.1a to 7.3.1d using BNA firmware management the upgrade fails with the following error:
'SIM ports configured switches: 128
Firmware download is not allowed because SIM ports are configured on one or more switches. Please use "flow --control -simport [SlotNumber/]PortNumber -disable" command to disable SIM port configuration.'
There SIM ports configured but these have been removed.
FLOWs have also been removed as a caution.
All ports have been enabled and environment checked once again and no SIM ports can be found.
The upgrade has been successfully performed on other switches within the environment with no issues whatsoever.

Just a wild guess. Did you try doing hafailover before starting FOS upgrade?
I haven't tried a hafailover as of yet. I'll give this a try and rerun the upgrade at the weekend.

Defect ID : DEFECT000551504
Technical Severity : 2- High
Product : Brocade Fabric OS
Reported In Release : FOS7.4.0
Closed in Relese(s) : FOS7.4.0a; FOS7.4.1
Probability : Low
Technology Group : Management
Technology : Software Upgrade
Symptom : Firmware upgrade from v7.2.x to v7.4.0 is not blocked while SIM ports exist. The port will not function properly.
Conditions : When SIM ports are defined on v7.2.x, firmware upgrade to v7.4.x is not blocked. However, firmware upgrade to v7.3.x is blocked properly
Workaround : Unconfigure SIM port before upgrade
Recovery : -
The resolution was as follows:
Perform ConfigDefault -all on the switch. This required a ChassisDisable to allow the command to run, once a HAReboot had been performed the upgraded without issues.
The configdefault does not reset all the settings on the switch.
