It suggests a strategy where you will be using fabric routing.

the Link / DOC you post here is inteded for migration from M-EOS ( aka McDATA ) based Switched to FOS ( Brocade ) based switches.
M48 ( IBM 2109-M48 ) is a Brocade 48000.
with other word this DOC is not applicable for the M48

Since you did not provide any solution your self, I don't see why you post in this thread?
And if you read the guide I posted, you should realize that the content is also applicable if you want to migrate from any other platform onto a DCX platform, as long as FC-to-FC routing is supported.

1.) FC routing between both switches --> need additional License and make it complicated and difficult
2.) Configure the new DCX in the same way as the 48K and do a rip and replace approach.
3.) Connect both switches and do the recabling step by step

sorry my ignorance, can you please explain me what is the reason to migrate beetwen the same Fabric with routing ?
Andreas give here a aswer, IR Migration is very complexed, and apart of that not make any kind of sense in such einvironment beetwen TWO FULL COMPATIBLE PLATTFORM to use IR.
