storm limit for some ports

Hello,

in cisco we can enable storm and set if they exceed 10k pps then shutdown the port for X seconds so for my brocade if ind this :

http://www.brocade.com/content/html/en/configuration-guide/fastiron-08030h-trafficmanagementguide/GUID-4E6545FE-104B-4166-B838-20CE64F9D5EC.html

i does not understand "1000 kbps and "threshold 1000"

if we enter 1000kbps then my servers speed will be 1000kbps ? if this is correct what is "threshold 1000" ?

because when in ciso we enter 10k pps for example it does not have interfere with servers speed (maybe our server start many many download together then storm happen)

can any one explain it ?

thanks
