Provider Bridging, or Q-in-Q for NetIron CES 2024F

Simple question I think.
If I set up Q-in-Q, also known as VLAN staching, will this enable a person on the end points to provision any VLAN on their switch that they want on their network that will pass through my network, WITHOUT me having to provision their VLAN numbers in my devices?

In short, I have a customer that wants to be able to move,add,change VLANs on his network without having to call me to do any provisioning.  I am just trying to provide a transparent tunnel for him to go through to the other side where his other half of his network is.

Currently I have to tag the customer port with the VLAN he is sending to me.

Is Q-in-Q the right option?

Would Provider Bridging do the same?
