Do anyone facing this problem before when creating local user account?
IOKL-8770-RB1(config)# username test password abcd1234 role admin
Error: Cluster wide operation failed on all Rbridge-id(s): 1-5.
Rbridge-id(s): 1-2,4-5 Reason: % Error: Inconsistent user-database. Operation failed.
Rbridge-id(s): 3 Reason: % Error: System error. Operation failed.
Am still able to login with the user "test" as there is no such user in the database:

Any advice on this or anyway to sync it?

This issue occurs when there is a stale entry in the user database. To resolve this the Database needs to be cleared which is a disruptive process.
You will need to raise a support case with Brocade TAC to be able to restore the DB.

This does affect the user DB only yes. However, you may face unexpected behavior since the switch is not in a healthy state.
