I would like to setup a vRouter for my testing, but I don't have a physical machine readily available. Can I install a vRouter on an VM instead?

Thank you for your info. Here's what I have in my environment.
1.) Physical host machine.
2.) VMware client is installed on this physical host machine.
3.) Ubantu is installed as a OS on this VMware client.
Now, at this point, can I install vRouter on the Ubantu VM? Please advise.

The vRouter is a software appliance, which includes its own operating system as well as the application. You will need to use a hypervisor to run it on. Ubantu uses XEN which I don't have expeirance with, but Oracle's Virtual Box is an excellent choice as well.
After you have your guest space set up you mount the ISO image and boot it and install from there.
