Does a normal Telnet session work?? i.e. remove SAN Health from the equation.If you can WebTools to the switch, try launching a telnet session from Webtools as if the maximum number of sessions are currently in use, WebTools provides an option to administratively close engaged telnet sessions.

Another suggestion, if it's on a slow LAN or remote link, try going to the audit options screen on SAN health and changing the WAN/LAN timeout value, then return to the Add Switches screen and try to connect again.The slower WAN/LAN timeout value makes SAN Health more patient in waiting for a response back from the switch.
