300 Swtich - disabling and enabling the port

We are seeing on the 300 switch that any time we make a change the port has to be disabled and then re enabled for data to pass.  For example we issue a change the portCfgFillword to mode 3, passive and data fails to pass.  Reseting the port has no effect.  We have to disable and enable the port and then it is fine, but this defeats the desired passive switch.

 

Our vendor states "In my experience, many times we have to do this process.  By disabling and enabling the port, we initiate the FC login process again for the devices in the loop. This ensures all devices log back into the fabric and are discovered properly."

 

I am curious as to whether this behavior is expected and considered normal or if it might be indicative of another issue.
