It is possible to create FCIP with two isolated fabric (without using VEX or EX ports) ?

I have a two FCIP switch Brocade 7800. I want to create FCIP with two isolate SAN fabric (without using VEX or EX ports).  What are necessary ports ? I know need VEX or EX ports, and need Routing license. But it is possible to create FCIP with two isolated fabric ? Using only E and VE Ports. Main condition: that factories wouldn't unite.

These are two possible scenarios:
- You use E and VE ports, you don't have to have FCR license, but then you merge your fabrics;
- You use EX and VEX ports, you need to have FCR license for this, then the fabrics wouldn't merge.
