I have checked the ip filter settings and verified that port 80 is not blocked, but I am still not able to access the our DCX 8510s via the web console. Any suggestions?

from command line
check with command "ifmodeshow" is probable the interface is disable.

Sounds good. Is this a nondisruptive action? Also, this sounds like it is a necessary configuration change to make the CPs HA, but how does this relate to the web interface issue?

I assume for some reason the service hang, and for this reason you cannot reached the Switch trough the web-tools.
did you perhaps change Ip Address on this DCX ? and are all ip correct
can be verified with "ipaddrshow"
can you ping the standby CP ?
