FOS Version 6.3.1a on DCX Chassis IP Login routes to different FID

Any ideas why in FOS 6.3.1a DCX-B hardware when Iogin to the chassis IP on one switch it takes me too FID 127

And on my secondary switch when I login to the chassis IP it takes me to FID 3 when I login.

In a VF enabled environment I  would expect to be on the default  FID of 128 whenever I login with the chassis IP.
