We have two 5300 switches that are not listening on port 443. The page does not states unavailable. We have a certificate installed correctly. what is the best course of action to correct the issue?

Perhaps you need to restart the httpd? hareboot is a command that restarts services.
I tried telnet and it is unable to connect. how is the command hareboot performed? will this ensure the service restarts going forward?
Have you also confirmed that the ipfilter is not blocking the port?
