Not authorized to execute commands in enable mode

I was trying to set up RADIUS on my router and ended up locking myself out.  From the console port only, I can get to enable mode but get message "Not authorized to execute this command".  I tried going through the reboot, then 'b' and enter 'no password' but that is not working either.  When trying to get out of this mode, the system hangs in -----Standby Management-----Thoughts?

Do you have a local account on the device?  If you do I suggest breaking the link to the radius server and try the local account.  I have done that here before and just unplugging the uplink to the radius caused it to failover to the local account if configured properly in the switch.
