ISIS between CER and IOS XR

I have been struggling getting an IS-IS adjacency to come up between a CER and a Cisco IOS XR box. When I look at a wireshark of the Cisco port all I can see is hellos originating from the Cisco side, not from the brocade. Here is the config:
